How important is a systematic actual quantity taken in strategic planning?

There are two very different strategic approaches. The first is European/ American. You assume the actual status, the elevation of which is therefore
of great importance. Based on the current status you then ask the following: "What's the best way out of here?" Or, in other words: “Let’s get out of here!“ The responses are seldom particularly creative because they (1.) mainly build upon the existing potential and (2.) are regularly omitted in the short term.

The second approach is Japanese. This focuses upon the target: "What's our best way to be?" "How would we really like to be if we had the choice?" It is often pointed out that people very well have the choice if they are ready to
work consistently and honestly towards this target. The response is usually inspired, but requires willingness for long-term dedication. The actual status is then second priority.

In the first case the strategy is a type of escape movement in reality, the destination of which is almost indifferent. Only in the second case does
strategy lead to a real re-orientation.
