The strategy exercise is overdue. Otherwise you will never get around to your guidelines. Other than perhaps for operating procedures on the size of desks, attendance times, seating arrangements for management meetings and other similar matters. However, this will be of little help to you in your job. It will hardly affect the reality of being a manager and if it does, then at most it will be troublesome.
What you need are guidelines by which you can orientate your daily decisions. Do I give this obstinate customer goodwill? Can I recompense one of my employees? What areas should I invest in? What leeway do I have in my decision making and when do I need authorization? You need clear fundamentals and it
is unworldly to expect that these will emerge during day-to-day business, so to speak, as a by-product of daily work.
